The Stock Pile is not a resource gatherer, but a warehouse where all your resources are stored. You can have a total of 6 Stockpiles, this building can hold more and more resources each level.
To build 2nd Stock Pile you need City Center level 2
To build 3th Stock Pile you need City Center level 3
To build 4th Stock Pile you need City Center level 4
To build 5th Stock Pile you need City Center level 5
To build 6th Stock Pile you need City Center level 9

You can permantly increase the maximum capacity of your Stock Piles by buying Permanent Stock Boost. By buying boosts you can increase you stock capacity up to 46.100.000 of each resource. The amount you see in the final picture is the amount you would have if there was 1 more boost available.
