Alliance members can help each other out by sending reinforcements, to receive reinforcements you need the Alliance Barracks. You can send mercs to you Alliance friends by simply click on reinforce in the House of Brotherhood members view.

Update
Mercenaries sent to your Alliance Barracks will be the same level as your own available mercenaries. With the 16.08.2013 Update, it's now possible to send flying units to Alliance Barracks.
